Why "You" is in every column
Packaging EPR is reported by material and weight. Nobody can report your packaging without knowing what it weighs. Whichever route you pick, someone on your team weighs each packaging item or gets the specs from your supplier.
The difference is what happens after that: retyping it every period, paying someone else to, or adding it once and having it applied to your orders.

Works if you ship to one or two countries, your packaging rarely changes, and you have the hours each period.

How much does EPR compliance cost?
Expect a fixed scheme fee in every country you're registered in. In Denmark, the collective schemes for packaging charge about DKK 1,450 (around €195) a year on average, excluding VAT. Multiply a fee of that size by the number of countries you're active in. On top of that, you pay fees based on the weight and material of the packaging you place on the market, plus any registration fees to the national register.

Will any option weigh my packaging for me?
No. You weigh each packaging item once, use your supplier's specs, or export the data from your PIM. Software and consultants can only work with the data you give them.
